This document sets out proposals for new regulations on the manufacture
and storage of explosives. The new Regulations will carry forward the main
requirements of the Explosives Act 1875 and will retain the main features
of the regulatory framework established by the Act.
A major aim of the proposals is to reduce the volume of legislation and make it easier for dutyholders (and enforcers) to find out what the law requires of them.
At the same time the proposed Regulations update the requirements to take account of developments in technology and in health and safety law. In particular, many of the detailed requirements in the Explosives Act and accompanying secondary legislation are to be carried forward in an Approved Code of Practice (ACoP).
