Pipeline Systems Specialist

Directorate Hazardous Installations Directorate (HID)
Location Aberdeen & Norwich preferred although other HSE office locations may be considered.
Salary The maximum of the pay range for this post is currently £64,049. Successful applicants will be offered a point on the salary scale, appropriate to the level of their experience and skills, within the range £55,548 - £59,434. Aberdeen posts will receive an additional Aberdeen allowance of £13,000 per annum. The role includes travel offshore for which there are additional allowances.

Background

As a member of HSE's Gas and Pipelines Unit you will be expected to provide expertise in the safety and integrity aspects of onshore and offshore pipeline systems. You will contribute this professional expertise within HSE and during inspection and investigation activities, providing specialist opinion to take and support enforcement action where appropriate, and also in work with HSE's external stakeholders.

About the role

  • Provide advice on pipeline safety and integrity matters, together with more general advice on natural gas safety issues within HSE, other government departments, to industry and other external stakeholders including members of the public.
  • Undertake Pipelines Topic specialist assessment and inspection of offshore safety cases and related notifications under the Offshore Safety Case Regulations.
  • Undertake assessment and related inspection of notifications received under the Pipelines Safety Regulations regarding all aspects of design, construction, installation, operation, inspection & maintenance, and decommissioning of major accident hazard pipelines both offshore and onshore.
  • Undertake site and operations inspections and audits of offshore and onshore pipeline systems operated by allocated pipeline operators, giving relevant advice and taking appropriate enforcement action.
  • Investigate offshore and onshore accidents and incidents as part of a team, or alone and give relevant advice and take appropriate enforcement action.
  • Make technical and strategic contributions to HSE's interests in pipeline standard and technical developments.

Person requirements

You must have a degree, or an equivalent qualification in an engineering or related discipline, or corporate membership of a relevant professional institution; substantial experience in a responsible position, of at least one of the following areas: pipeline design; construction; operations; inspection and maintenance.

You should be able to demonstrate the personal qualities and communication skills to enable you to operate in a regulatory and standard setting environment. Details of Relevant Experience required:

  • Knowledge and experience (a substantial number of years in a responsible position) of major accident hazard pipelines within at least one of the areas of design; construction; inspection & maintenance; or operations;
  • Knowledge and experience of relevant pipeline engineering codes
  • Some knowledge and experience of pipeline related research or joint industry projects is desirable
  • Some knowledge and experience of onshore gas transmission and/or distribution systems is desirable
  • Some knowledge and experience of offshore pipeline engineering and relevant offshore safety legislation is desirable
  • Some knowledge of human factors, where relevant to pipeline operational and emergency response systems is desirable
  • You will hold a full driving licence that permits you to drive in the UK unless reasonable adjustments can be made in line with the Equality Act 2010
