The flow diagram below is a guide to help determine the most appropriate approach before embarking on any research in relation to BPR. The areas of study for which BPR may apply are also listed below.
Are you placing an active substance/product on the market for the purpose of research and development?

What is the status of the active substance under the Biocidal Products Directive review programme?

- New active substance (not on EU market as a biocide before 14 May 2000), or
- Existing active substance which has been reviewed and included on Annex I of BPD, or
- Existing active substance for which a non-inclusion decision has come into effect

Will the biocide be placed on the market or will there be any other act of supply?

Yes (e.g. the biocide is sold or given to another organisation for testing)

No (e.g. an organisation manufactures and tests the biocide on its own site)

Charges relating to research activities
The competent authority is required to charge a fee for the work done to assess the information provided by the applicant before deciding whether or not to grant an authorisation under this regulation. The charges can be found on the main BPD fees page.
