Charges Under the Biocidal Products Regulations (BPR)

The Biocidal Products Directive (BPD) requires that all Member States recover the costs they incur in operating the new regulatory system.

In the UK, this is achieved by charging those who place biocidal products on the market or who support the inclusion of an active substance on Annex I of the BPD.

The charged work breaks down into two categories:

Fees - work related to a specific application for product authorisation or active substance inclusion. Costs in this category are recovered by means of one-off fees based on the actual amount of work done.

General Industry Charge (GIC) – costs for ongoing general activity carried out by the UK authorities in operating the regulatory framework are recovered by way of an industry-wide, annual charge called the General Industry Charge.

A guide to charging has been prepared for suppliers of biocidal products or active substances used in biocidal products and others who have an interest in how the charging scheme will operate. It explains how charges will be made and gives an indication of the individual charges an applicant may have to pay.
