Active substance non-approval/non-inclusion decisions

This page provides information about existing active substances that cannot be used in biocidal products placed on the EU market because a non-approval decision has been published under the EU Biocides Regulation 528/2012 (EU BPR) or  non-inclusion decision has been published under the Biocidal Products Directive 98/8/EC (BPD).

Non inclusion following BPD evaluation

The following active substances have been evaluated in accordance with Article 11(2) of Directive 98/8/EC and as a result of the evaluation it has been decided that that they should not be used in biocidal products placed on the EU market.

Companies must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the relevant Non Inclusion date.

Non inclusion following non submission of dossier

The EU Commission has published various non inclusion decision for active substances where either all participants have discontinued their participation from the review programme, or no complete dossier was received within the time period specified in Articles 9 and 12(3) of Regulation (EC) No 1451/2007 (Fifth Review Regulation).
