Arrangements for notification of inventories of ammonium nitrate

The Notification of Installations Handling Hazardous Substances Regulations 1982 (as amended) (NIHHS) require that anyone who handles or stores (or intends to handle or store) 150 tonnes or more of ammonium nitrate or mixtures containing ammonium nitrate where the nitrogen content exceeds 15.75% of the mixture by weight should notify the Health and Safety Executive (HSE).

Notifications should contain the information set out in NIHHS 1982 Schedule 2 form [15kb], available to assist in recording the necessary information.

HSE has also produced a self-help checklist to help duty holders to determine if they have taken sufficient measure to ensure the safe storage and handling of the material. More detailed guidance is contained in HSE's free leaflet INDG230 Storing and Handling Ammonium Nitrate.

On the 6 April 2013, regulatory amendments will reduce the duplication of different notification regimes for dangerous substances, as a consequence of the revocation of the Notification of Installations Handling Hazardous Substances Regulations 1982 and the 2002 amendment Regulations (NIHHS).
