1. Proposals for, and public consultation on, Maximum Exposure Limits (MELs) and Occupational Exposure Standards (OESs) [CD4] - ACTS/03/2001
[This paper seeks ACTS endorsement of WATCH's recommendations on OESs and agreement to recommend to HSC public consultation on proposals for them and for previously endorsed MEL proposals]

This item was taken as agenda item 2. ACTS agreed to delay the proposed consultation until it had an opportunity to consider revised MEL proposals for Manganese and its inorganic compounds (see below).

2. Manganese and its inorganic compounds MEL Proposals - ACTS/04/2001
[This paper asks ACTS to endorse a Maximum Exposure Limit for Managanese and its inorganic compounds to recommend for public consultation to the HSC]

This item was taken as agenda item 1. ACTS agreed that HSE should undertake further research on the likely costs to industry of setting a MEL for Manganese and its inorganic compounds at 1 or 2 mg Mn.m-3. ACTS accepted HSE's plans to submit revised MEL proposals in early 2002.

3. Subtilisins/BAA/FAA - ACTS/05/2001
[This paper seeks ACTS approval to proceed with the development of Occupational Exposure Limits for Subtlisins, Bacterial Alpha Amylase and Fungal Alpha Amylase based on personal measurement.]

ACTS agreed the proposals outlined in the paper for the development of MELs for BAA, FAA, and Subtlisins based on personal measurement, and the development of alternative risk management strategies in parallel.

4. Revitalising Strategy Statement and the Occupational Health Strategy
Securing Health Together - Follow Up Paper - ACTS/06/2001

[This paper summarises the discussion at November 2000 ACTS stimulated by ACTS/30/2000, and recommends a number of ways in which ACTS can contribute to the Revitalising Strategy Statement and the Occupational Health Strategy for consideration by ACTS.]

Following a syndicate exercise, ACTS generated a series of ideas on how to contribute to both Revitalising and Securing Health Together. ACTS tasked HSE with developing an action plan from these ideas for consideration at the next meeting.

5. WATCH Forward Programme - ACTS/07/2001
[This paper outlines proposals for the future work programme of WATCH and seeks ACTS endorsement]

ACTS agreed to the proposals outlined in Annex 1 of the paper for the short-term future work programme for WATCH. ACTS agreed that a decision on the long-term future work programme of WATCH should be postponed pending the outcome of the Health & Safety Commission's Review of Advisory Committees.

6 Negotiating Strategy and Implementation Plan for the 2nd IOELV Directive - ACTS/08/2001
[This paper informs ACTS about HSE's current plans for the negotiation and implementation of the 2nd IOELV Directive]

ACTS endorsed HSE's negotiating strategy and outline plan for the implementation of the draft 2nd IOELV Directive.

7. Formal Constitution of WEELS
[This paper seeks ACTS agreement to the formal constitution of the Working Group on European Exposure Limits (WEELS)]

ACTS approved the formal constitution of WEELS with its present terms of reference. ACTS also agreed HSE should approach the CBI and TUC representatives on ACTS to confirm their respective nominations for WEELS.
