HSC Advisory Committee on Toxic Substances Agenda - ACTS/AG/3/2001 - Meeting 22nd November 2001

The 76th meeting of the Advisory Committee on Toxic Substances (ACTS) was to be held on 22 November 2001 at 10.45 am in the Globe Room, Rose Court, 2 Southwark Bridge, London, SE1 9HS.

Agenda

1. MEL proposal for Chloroethane (ethyl chloride) - ACTS/31/2001
[The paper explored options for setting of a MEL at 10 ppm, 50 ppm and 100 ppm, with a recommendation for 50 ppm. The paper also recommended that a Short Term Exposure Limit (STEL) and skin notation were not Appropriate.]

ACTS agreed to recommend to HSC external consultation on a proposed MEL of 50 ppm 8-hour TWA.

2. MEL proposal for Hydroquinone - ACTS/32/2001
[The paper explored options for a MEL at 0.5 or 1.0 mg/m3 8-hr TWA, but no short-term limit, skin or sensitiser notations.]

ACTS agreed to recommend to HSC external consultation on a proposed MEL of 0.5 mg/m3 8-hour TWA.

3. MEL proposal for Manganese and its inorganic compounds - ACTS/33/2001
[The paper sought ACTS recommendation on a MEL for manganese and its inorganic compounds at either 0.5 or 1 mg/m3 Mn (8 hour TWA). The paper also considered that certain sectors of industry would find it difficult to deal with lower limits.]

ACTS agreed to recommend to HSC external consultation on a proposed MEL of 0.5mg/m3 and asked HSE to develop guidance on good practice in the main user sectors.

4.Sulphur dioxide - ACTS/34/2001
[The paper raised the issue about whether a limit should take account of individual susceptibilities, particularly since there is known to be concern over asthmatics exposed to sulphur dioxide. HSE considered the proposed IOELV not to be protective of asthmatics' health and suggested a MEL was appropriate.]

ACTS agreed to have a separate discussion on the wider issue of protecting vulnerable groups.

5.Proposals for consultation on domestic OELs - ACTS/35/2001
[The paper sought ACTS approval for HSE to consult on MELs for Chloroethane, Hydroquinone and Manganese and its inorganic compounds and withdrawal of the OES for sulphuric acid].

ACTS agreed to recommend HSC should consult on the these substances but asked HSE to add an additional question to the consultative document asking if there was any significant residual usage of glycidyl ethers.

6.Occupational Exposure Limit (OEL) Framework Review - ACTS/36/2001
[This paper presented the final draft discussion document produced by the ACTS Subgroup on the OEL framework which contains options for a new OEL system.

ACTS agreed to publish the discussion document accompanied by a Press Notice.

7.Code of Practice on the Assessment of Scientific Advice - ACTS/37/2001
[The paper presented the Government's proposed Code of Practice for Scientific Advisory Committees which provides detailed guidance on the operation of scientific committees and their relationship with Government ]

ACTS agreed to consider a broad based analysis of its way of working against those recommended in the Code.
