The Biocides Consultative Committee (BCC) is an independent body constituted to advise the UK competent authority (HSE) on scientific and other associated issues in relation to the Biocidal Products Directive (BPD), the Biocidal Products Regulations (BPR) [2001] and other general issues related to biocides.
The BPD is a joint European Council/European Parliament Directive, which has introduced an authorisation scheme for the placing of biocidal products on the market and their subsequent use.
Each European Union Member State is responsible for implementing the BPD according to its own legislative system and for establishing a competent authority to carry out work under the BPD. In Great Britain the Directive is implemented through the Biocidal Products Regulations (BPR) and the HSE acts as the competent authority on behalf of Ministers in the UK.
