Gordon joined HSE in 1978 as a Factory Inspector covering the Merseyside and Cheshire areas.  Several years learning the trade of inspection, investigation and enforcement was followed by a spell in Field Operations HQ dealing with planning.

After that, Gordon led a team responsible for major hazards policy with a key responsibility for implementing the Seveso II Directive through the Control of Major Accident Hazards Regulations.  Subsequent moves took him into Nuclear Directorate as Head of Strategy and Research, his first SCS post, and then to Field Operations Directorate as Regional Director for Yorkshire and the North East.

From there Gordon went on secondment to the Cabinet Office working on asylum and immigration issues for the Prime Minister's Delivery Unit. He returned to HSE in October 2006 as head of Business Services Division responsible for the provision of accommodation, IT, information and project/programme management services across the organisation.

He was appointed to the Senior Management Team as Head of Hazardous Installations Directorate in February 2009 where he leads some 500 staff in regulating the following sectors: offshore and on shore oil and gas, chemicals, pipelines, explosives, mines and biological agents.
