In his letter (The Scotsman, 20 May) Hamish Scott is wrong to question HSE's role in the investigation into the major incident at ICL Plastics.
HSE has responsibilities of inspection and investigation under the Health and Safety at Work Act; we have successfully fulfilled this dual role for many years. The law places the responsibility for workplace health and safety clearly upon those who create the risks; it is entirely appropriate that HSE should investigate whether the law was complied with in this case.
