Lead Authority Partnerships and The 'Revitalising' Initiative

The HELA Strategy sets out how Local Authorities and the HSE will take forward the 'Revitalising' initiative by concentrating on priority topics. The Commission has identified 5 priority hazards:

These hazards represent the largest (or fastest growing) causes of injury and ill health in the GB economy.

The Lead Authority Partnership Scheme (LAPS) has a vital role to play in promoting compliance in these 5 important areas and contributing to the achievement of the associated National Targets. LAPS enables the Lead Local Authority to act strategically in the development of consistent and coherent standards of health and safety management across a whole organisation.

Lead Authorities must work closely with their partner organisations to focus upon and ensure that they have suitable arrangements in place for managing risk in these priority areas. A targeted approach is necessary and this might include partners examining both local and national accident and ill health data.

LA LAPS partners are in an ideal position to identify examples of good practice within their partner organisation in the 5 priority areas. LAU is keen for these examples to be shared amongst all local authorities and will coordinate this through the HELA training Co-ordination website.
