The Section 18 Standard requires every Enforcement Authority (EA) to:
have the operational, managerial, administrative, legal and political resources – both staff and infrastructure – to contribute to improving health and safety outcomes;
assess whether there is sufficient capacity within the EA to undertake their statutory duties; and
deliver an effective service.
