Guidance aligned to the Regulations – cited within – mainly concerned with safety requirements for explosives and security controls for their transfer. They apply to explosives intended for civil sector use but ammunition, explosives intended for military or police use, and pyrotechnic articles – including fireworks – are generally excluded. Applicable to explosives from all origins, ie EC Member States and third countries, emphasising that transfer controls require competent authorities to approve movements of such within, through and between Member States.
These measures supplement domestic security arrangements enforced under Control of Explosive Regulations (1991). Examines issues such as conformity attestation and CE markings. Styled presentation (eg bold, italics, margin coding) enables easy distinction between texts pertaining to the Regulations and the additional guidance.
