Distribution Networks Operators’ Approved Replacement Programmes 2011 - 2012

1. Under the Pipelines Safety Regulations 1996, regulation 13A [90KB] ,   HSE approves the iron mains replacement programmes submitted by the gas Distribution Network Operators (DNOs). 

2. The approved targets for the period 1 April 2011 to 31 March 2012 are shown in Table 1.

3. The overall national target for the period 1 is 3690.4 km.

4. Normally HSE approves iron mains replacement targets annually. However, HSE will approve programmes lasting more than one year if:

  • the DNOs are able to demonstrate that equivalent or higher length of mains and amounts of risk will be removed, and
  • the DNOs set annual targets within the longer programme.

5. In Table 1 targets marked with an asterisk (*) form part of 3-year approved programmes from 1 April 2010 to 31 March 2013.

6. As part of its monitoring strategy and 5 year intervention plans for the DNOs, HSE will carry out mains replacement audits to check that mains are decommissioned in accordance with the policies and procedures in the DNOs’ Gas Safety (Management) Regulations 1996 safety cases.
