Hospitality Industry Liaison Forum terms of reference

Aim

To improve health and safety in the hospitality industry

Objectives

  • Advise the Health and Safety Executive on health, safety and welfare issues in the hospitality industry;
  • Promote and improve leadership of Health and Safety matters in the industry
  • Promote and improve standards through discussion and debate on the various issues identified through accidents and incidents and make recommendations to enforcers, employers, employees and producers;
  • Review existing and proposed legislation and how it affects the industry provide forum  input and co-ordinated response to consultations
  • Disseminate relevant legislation and produce guidance where necessary;
  • Consider relevant guidance and information produced by other industries where this may be relevant
  • Monitor and review developments within the industry as they impact on health, safety and welfare at work;
  • Produce and agree an annual plan of work for sign up by the industry forum

Ways of working

  • The Forum shall meet twice per year and on other occasions as necessary
  • In between meetings other correspondence and consultation will be by email
  • The Forum may devolve appropriate work to working groups or individuals who in turn shall provide regular feedback on progress
  • The meetings of the Forum shall be minuted and be accessible in accordance with government information access guidelines
  • The terms of reference should be reviewed every two years. The plan of work should be reviewed annually.

Introduction

The Hospitality Industry Liaison Forum (HILF) comprises representative bodies from all parts of the hospitality industry together with the HSE. HILF is committed to a hospitality industry that is safe and healthy for both workers and members of the public.

Risks

HILF recognises the following key identified risks to workers and members of the public:

  • Slips and Trips
  • Musculoskeletal disorders
  • Dermatitis
  • Burns and Scalds

Action

To improve the industry performance in key risk areas, HSE and HILF members will take the following actions:

  • Undertake research on the identified key risk areas to determine the accident and near-miss rates and root causes of such incidents
  • HILF members shall promote training on good practice regarding the key identified risks and raise awareness of any other relevant issues
  • HILF members shall promote the recording of all health and safety training HILF shall assist HSE in populating the hospitality section of the HSE website with good practice information
