Biocidal Products Directive (BPD) Non Inclusion Decision for Dichlorvos (product type 18)

The EU Commission has published a new Biocidal Products Directive Non Inclusion Decision, dated 10 May 2012, in the Official Journal of the European Union, for dichlorvos (product type 18). Biocidal products containing dichlorvos (product type 18) shall no longer be placed on the market with effect from 1 November 2012.

Companies must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the Non Inclusion date (1 November 2012).

Biocidal Products Directive (BPD) Non Inclusion Decision for Naled (product type 18)

The EU Commission has published a new Biocidal Products Directive Non Inclusion Decision, dated 11 May 2012, in the Official Journal of the European Union, for naled (product type 18). Biocidal products containing naled (product type 18) shall no longer be placed on the market with effect from 1 November 2012.

Companies must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the Non Inclusion date (1 November 2012).

Conference and events programme for 2012/2013

The Chemicals Regulation Directorate (CRD) is pleased to announce its conference and events programme for 2012/2013.

CRD is committed to communicating effectively with our stakeholders. One of the ways in which CRD is able to keep our stakeholders up to date is through our Conference and Events programme. During the next year CRD will be hosting a wide range of events which are aimed at providing training and updates on many aspects of pesticide, biocide, and chemical regulation.

The following biocides events are planned:

  • Biocide Active Substance and Product Processes
  • Human Exposure Assessment of Biocides Workshop
  • Environmental Assessment of Biocides – antifouling and wood preservatives

CRD is also considering hosting events on Biocide Chemistry subject to there being a sufficient level of interest.

New withdrawal notice available on the EU Commission (Europa) website - February 2012

There has been a new withdrawal notice published (dated 7th February 2012) on the EU Commission (Europa) website. This notice contains a list of active substances notified for which no dossiers were submitted/all participants have withdrawn recently/the dossier was considered as incomplete.

If there are any producers, formulators, associations or other persons wishing to take over the role of participant for the active substance / product type combination listed in the notice then you need to inform the EU Commission and the assigned Rapporteur Member State of your interest by 7th May 2012.

Where the Commission receives no response, a decision shall be taken not to include the active substance in Annex I/IA to Directive 98/8/EC for the product type(s) concerned.

November 2012 Biocidal Products Directive Annex I Inclusion Decisions

The following active substances will be Included onto Annex I of the Biocidal Products Directive (BPD) on the 1 November 2012.

  • Carbon dioxide (PT18 – Insecticides)
  • Spinosad (PT18 – Insecticides)

All products approved under the Control of Pesticides Regulations (COPR) affected by the above Annex I Inclusion decisions will be shortly issued with notices to revoke COPR approval with a cut off date of 31 October 2012.

All affected companies are reminded that they must apply for authorisation under the Biocidal Products Regulations (BPR) in order to keep their biocidal products on the UK market after the Annex I Inclusion date (1 November 2012).

Companies who decide not to submit a BPR product authorisation application must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the Annex I Inclusion date (1 November 2012). However under BPR a phase-out period can be requested to allow them time to dispose of UK stocks appropriately.

The EU Commission has published a new Biocidal Products Directive Non Inclusion Decision, dated 9 February 2012, in the Official Journal of the European Union, for flufenoxuron (product type 18). Biocidal products containing flufenoxuron (product type 18) shall no longer be placed on the market with effect from 1 August 2012.

Companies must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the Non Inclusion date (1 August 2012).

Ninth New Biocidal Products Directive (BPD) Non Inclusion Decision

The EU Commission has published the Ninth Biocidal Products Directive (BPD) Non Inclusion Decision, dated 9 February 2012, in the Official Journal of the European Union. Biocidal products containing the active substances in the list product type, shall no longer be placed on the market with effect from 1 February 2013

Companies must manage the supply of the affected product to ensure there will be none remaining in the EU supply chain by the Non Inclusion date (1 February 2013).

  • Bacillus thuringiensis subsp. israelensis Serotype H14, Strain AM65-52 (PT18)
  • Deltamethrin (PT18)
  • Fipronil (PT18)
  • Lambda-cyhalothrin (PT18)
  • (Z,E)-tetradeca-9,12-dienyl acetate (PT19)

August 2012 Biocidal Products Directive Annex I Inclusion Decisions

The following active substances will be Included onto Annex I of the Biocidal Products Directive (BPD) on the 1st August 2012.

  • DEET (PT 19 – Repellent or Attractant)
  • Dazomet (PT 8 – Wood Preservative)

All products approved under the Control of Pesticides Regulations (COPR) affected by the above Annex I Inclusion decisions have been issued with notices to revoke COPR approval with a cut off date of 31st July 2012.

New Biocdial Products Directive (BPD) Annex I Inclusion Decision

The EU Commission has published BPD Annex I Inclusion Directive for Creosote for use in wood preservatives (PT8).
This BPD Annex I Inclusion Directive can be found in the Official Journal of the European Union .

Please note that this Annex I Inclusion decision allows each Member State to authorise creosote for a given use where it judges that no appropriate alternatives are available, based on an analysis of the feasibility of substitution provided by the applicant.
When applying for product authorisations the applicant must provide information/data to meet the conditions as outlined in the Inclusion Directive.

Launch of the Biocides Active Substance Web Community

As someone who is interested in specific biocidal products or active substances, or more generally in the biocides regime established by the Biocidal Products Directive, you may wish to know about a new web community that HSE has established. In particular, if you are a manufacturer or supplier of biocidal products or active substances, or someone who makes such products and substances available on the UK market, then you may find that this Web Community forum is for you.
This Community provides an ongoing forum for HSE to give you the latest information about the European review programme for existing biocidal active substances.
We will post details of forthcoming meetings of the biocides Competent Authorities and the Standing Committee on Biocidal Products, and in particular on:

  • the active substances that are being considered for inclusion on Annex I of the Biocidal Products Directive 98/8/EC; and;
  • the active substances for which a Commission Decision is about to be made on the non-inclusion on Annex I.

Access the new web community pages, where you will be able to join the Community, join a discussion forum, or simply dip in from time to time to find out what's happening currently.
