Issue: What is sheltered water?

1. In the views of AALA / AALS Sheltered Water includes all water unless:

  • An adversely strong wind is blowing or is forecast;
  • Any prevailing or forecast tide/current is moving significantly;
  • It is conceivable for the group to be blown or swept into a hazardous or inescapable area.
  • It is open sea

"Adversely strong" and "significant" in this context is in relation to the ability of the group as a whole to make reliable progress against it.

2. If the water, at the time in question, is not 'sheltered water' then it is either:

  • White water;
  • Sea;
  • Large loch

Separate definitions for appropriate group leaders and technical advisors are given for these in L77 “Guidance from the Licensing Authority...'.

3. With suitable induction Level 2 Canoe and Kayak Coach Awards can be interchangeable.

4. Operational Guidelines should include provisions for decisions to be taken on a session by session basis on what activities, equipment and support are appropriate for the prevailing weather and forecast.  A suitably experienced and inducted Level 2 Coach could do this, or a suitably experienced line manager.  The appropriateness of a provider's operational guidelines would need to take into account any site specific hazards such as remoteness.  e.g. A level 2 Coach with appropriate experience, additional 'bivvy' equipment and means of summoning help may be appropriate for trips in good weather on a large loch which has shores with no road access (a common situation in Scotland for instance).
